Are the links actually on the PR3/4 page or associated pages on the main Domain?
They are fresh blog posts created for you on the blogs, that is why the new blog post cannot have any PRs right from the start.
But they are published on the blogs with homepage PR 3/4.

I do agree with Tony. Fresh blogs will always be on top and hence getting a page rank for your site is a luck. But it will pass some link juice for your site. With $450 its cheap to have links on PR3 and PR4 Blogs.

Each and every is unique, no spinning, no content blasting.
After Google Panda update the safest strategy is to create unique content, put links into it and then publish on blog with PR and traffic. And then repeat these steps as much as you need.
